This is actually brilliant which means it'll never happen.

Can't punt once you cross the 50 yard line would work for me.

what about, no punts if you are on the opposing teams side of the field? Force coaches to go for it or try FG in a situation where we pretty much all wish they'd do that anyway.
-
Then you incentivize teams to only hire punters who can kick it far, as opposed to those who also know how to control the ball while in close. Completely devalues the position.

If U really want to make the game more exciting, get rid of the fair catch & the downing of the punt & the touchback & have every kick returned. I can't believe U had players like Devin Hester in your game & you denied him the opportunity to showcase his skills most of the time.
-
Devin Hester was "denied a showcase" because it made sense for S/T coordinators to deny him a chance to flip the field or get a PR touchdown. That just makes sense. You can't blame someone for trying to not lose. That's a brainless statement.

Wouldn't this lead to the same issue you mentioned before? If NE is winning a game 28-3 in the second quarter, it's likely because the other team can't stop them anyway. Making the leading team go for it on 4th down could get ugly.

At a certain point you do have to show up and play football
