As before, we do the best we can, and I'm open to new evidence. Also, empires tend to exert the most change on their surrounding environment (as relates to the continued survival of the species), and as such, are likely our best understanding of what we have to look forward to.
And it is our choice (heavily influenced by underlying societal factors, of course), to either continue that consistency, or do something different. Most people choose the consistency. Again, I don't see how this can be argued against the historical record.

The exceptions that occur throughout history. The emperor that does the unpopular thing because it's what's best for the empire. The general who doesn't sacrifice all the troops, even though that's the prevailing wisdom. The rare glimpses of humanity amidst the chaos.
