"One form or another" is the key phrase there. Rome was not a homogeneous entity. There was Monarchical Rome, Republican Rome, pre-Imperial Rome, Imperial Rome, and post-Imperial Rome, all with distinct forms of government and, yes, all were brought down by short term concerns.
"Truth" is that atoms will spin, matter will decay, and entropy will eventually win. Anything else is what we bring to the table. That being said, what we bring to the table has turned out to be pretty predictable (again, with exceptions).
