Legislature is a LAWMAKING institution. Laws enacted with INPUT by all PARTIES (Bipartisan). Laws aren't passed til everyone understands COMPLETELY the TERMS & CONDITIONS. IE Lawyers both PARTIES MUST have FULL DISCLOSURE before case can ruled on by a judge.
