Not sure you can fight w/o GOP help...SCOTUS has already essentially indicated that #AgentOrange can circumvent Article 1 Congress power of the purse by enacting "emergency powers"...$$ are on their way to border while it languishes in court and eventually would be ok'd by SCOTUS
