I think you have this wrong, it is to prevent government funding of abortions in foreign lands that do not have legal abortion. US taxpayers should not be footing the bill for anyone’s abortions, much less in other countries where abortion is not even legal.
When Trump was sworn-in, he reinstated the global gag rule to deny women info about reproductive health care. Pompeo’s policy is an expansion of this.
