  If EPA only had implemented the CWA, all these programs would not have been neccesary. The CWA failed due to faulty test ignoring urine in sewage, an oxygen robber and fertilizer for algae. Admitting this mistake is too embarrassing, so nothing is done!pic.twitter.com/m46A8pTv2z
