I intend to co-sponsor the bill in the coming weeks when I also introduce “cap and dividend” legislation to significantly reduce carbon emissions by placing a price on carbon and providing payments to every household in the form of a dividend.

Alternatively, reducing quantity demanded for everything because current markets over-allocate resources across the board due to under-pricing where externalities aren't properly accounted for.

if you want to increase the cost of producing co2 to discourage its production, just tax it. Your cap and trade schemes will simply produce graft, inefficiency and misallocation of resources.
