It would be cruel and unnecessary to block back pay for federal contract workers who lost more than a month of wages and are still behind on bills due to President Trump’s shutdown.         Before the shutdown Trump stated he would take all blame if it occurred, as he should. The fault lays entirely with him. Democrats offered him more than he is getting now for his ridiculous wall, and he was going to accept until Coulter got in his ear, hence the shutdown.

        Lots of developers do. The courts are full of such breach of contract suits. Now how does this have anything to do with the issue at hand? i.e the shutdown.
