Perhaps it’s in the hands of McConnell. My understanding is that he won’t present a bill to POTUS if he won’t sign it. That seems like a dereliction of duty to gov’t workers who are suffering. If POTUS won’t sign, Congress can override. It’s like we have ONE BRANCH NOT 3!
