Please make sure environmental experts are brought in. Consult with the Army Corps of engineers. Lowlying communities are going to continue to suffer as climate changes raises water levels unless we elevate buildings and roads or relocate them inland.

Also please check to see how development outside the historic district has made the historic district even more vulnerable to flooding. The greater DC/Balto area keeps growing - more buildings, more pavement, more stormwater issues?
