While the paper work on mortality data, I was hoping it will take into account lower deaths caused by deceases, most notably TB. Number of cases and deaths to TB during 2020 and 2021 have dropped significantly as per government publications.

Lower mortality rates due to less air pollution, accidents (since no vehicles in the road), and other causes. I think it was a net positive for India However the govt should have acted ferociously to prevent the second wave.

Kerala caught COVID late. Here it seems, Kerala's data is only up to end of May. It does show high death rates in Tamil Nadu, Delhi, Maharashtra, etc. Agree with you though, if the raw data was from those 20 districts, it could skew results.

The average population of one district might be of 1.5 million people and if majority of districts were out of corona impact what does that do your calculation
