From his answer I’m still not sure why it wouldn’t activate if it’s armed? He said they are testing as if they are flying so would it never activate?

From my understanding the AFTS is there to protect the public, but not the people in dragon. As long as the rocket falls down in the pre programmed launch corridor there is no risk to the public. For the crew it might be safer if the stage below them isn't blown up.
