How about change the "GUN SALES LAWS" for both private and retail sales. Make a purchaser have to qual. to get them. Drivers, businesses, Dr.s, etc. All have to have licenses. Why not ALL gun owners? Can still have them just have a license. Includes background/mental eval. Simple
