Someone keeps saying that the DOJ has to prosecute the contempt charges. Doesn't Congress have any independent law enforcement?

Congress will seek a civil contempt order in federal court-maybe before judge Amy Jackson. They will file an expedited motion for that order. Should Mnuchin still not produce the tax returns, the ct incarcerates the recalcitrant party until they comply with the order.
