Claimants can still block monetization or the video itself, but timestamps help you edit out the claim.
That's nice and all, but what about false claims and the claimant being judge, jury, and executioner? It's too easy to abuse. There needs to at least be another party involved in copyright claims whether it be (an)other, however trusted, content creator(s) or a team from YouTube.
