As GEN Lengyel said, Title 32 status is the same status that NG troops most use when responding to a natural disaster. The troops will be in support missions: assisting in building field hospitals, assisting health care workers etc. Key is that is all support. No martial law.

Except we're not usually every single one of us isolated to our homes with restricted access to money. If it looks like martial law and goosesteps like martial law, does it really matter if the goosestepping is in the name of public health?
