The impacts of lockdown are staggering. A wholly new context for climate action. We can't ignore that. So we're laying the groundwork for more detailed advice on the recovery in June. And deeper reflection on the medium-term impacts in December in our Sixth Carbon Budget advice.

The long-term priorities are unchanged. The climate, sadly, hasn't blinked - despite the scale of the economic shutdown. Global emissions *might* be down 5-10% this year - probably the biggest ever fall - but the planet keeps warming. A chronic, cumulative problem remains.

So the task is to remain committed to the goal of net-zero, but re-examine the steps in light of COVID-19. And we need to be realistic - net zero doesn't escape the need to plan for the changing climate: flooding, overheating, drought etc. We'll regret not making early provision.

Hi Neil, I’ll bite. What’s complicated about getting the economy going again by boosting investment in things that provide new jobs and useful skills? The fact that these steps help the climate is an added bonus.
