Water spouts. We had a record number over 3 days last week on Lake Ontario. Happens when the air is significantly colder than the water.

There is a difference between "Fair weather" Spouts which are the same a dust devils, and tornadic spouts which form the same as tornadoes on land. that picture with all the funnel clouds in the background are all tornadoes
