We must never again have such pitiful ICU bed capacity per 100,000 of population. A second coming of this situation wd be one the govt of the day would not survive were it not better prepared than we were this time around.
There will be future crises, and we can be better prepared for them.
Preparations often fall prey to financial cuts in lean times - unless we have mechanisms in place to prevent that.

There will be future crises, and they may well be much worse - see Avian Flu projections... Little point in legal provision if Govt. can commission pandemic exercise Cygnus, panic about the outcomes, and then suppress the report.
