China never actually said it wouldn't accept any more foreign waste. It created a standard of purity, that only a few cities / sellers could meet it. San Francisco is one of those that can. This is why Chinese firms are investing into recycling in US/ EU.
In March 2018, China effectively halted imports of plastic and paper scrap, saying it would accept ‘no more foreign rubbish’.

Also, while prices for scrap dropped in global market, they skyrocketed in China as manufacturers scrambled for resources. Which has led to further movement in China formalizing municipal recovery programs. This is progress.
