Manafort who has not given any outward indication that he's considering any cooperation with the Special Counsel investigation has continued to draw praise from Trump.

Whereas Cohen who has shifted from being a pit bull style enforcer for Trump to essentially saying he is going to put his country first has drawn a lot more criticism from Trump.

If he [Trump] chose to pardon people who are charged with crimes who are very close in his orbit that would instantly become a significant political issue for congress because it would be easy to construe that as obstruction of justice.
