Obviously there are multiple factors but the brilliance of machine learning is that you can still weed out impact. Elections are zero sum gain, if you gain that one vote it's a win for your campaign and a loss for your opposition.
You can measure it through controlled trials online and then randomised field experiments to see what the effect is - @chrisinsilico
