        Both theoretically can be but in real life both are not. Are you proposing that mass incarceration’s true engine is low-cost outdoor firefighter? To understand our crisis we have to see clearly what, proportionally, are its caused.

        There is always disbelief that bad things happen because of bad people rather than overzealous well-intentioned good people. Mass incarceration isn't racist it's just stupid policy done by very smart scared people who want to get elected.
