Well...what do we do about the many people who have alcohol or other drug addictions, engage in violence, and refuse treatment?

If they commit violent crime, it's a police matter, sure. Refusing treatment? Offer again, offer better, knowing some will always refuse.

Makes sense. In Portugal, an addict busted for a violent offense would be referred to treatment run by Dept of Health, not Dept of Justice.
