With 700,000 arrests last year, it certainly has to do with overpolicing.

That it does. And it should be decriminalized, for sure. But not even close to fueling mass incarceration.

I wouldn't discount the larger effects of all those arrests on, eg, employability & all that flows from that. (Not saying you are.)

Absolutely. It's a bad thing. Didn't mean to dismiss it. Just not a driver of mass incarceration, an important distinction.
