Problem with @ChMadar piece is it assumes - despite saying otherwise - we have to choose between safety systems and criminal prosecution.
Is recent substitution of crim for regulatory law evidence of a zero-sum game-or are they complementary? Worth speculating about.

Hard to prove deterrent effect or lack of it but I suspect not. Empirical research in criminology shows deterrence comes from
