Thousands of the victims were members of Indonesia's main communist party so therefore *were* communists. That's not a capital crime.

Looks like a standard hedge to me. Not all of the half million were actually communists, but all of them were alleged to be.

As a journalist I respect hedging, oft necessary for reasons of space. But here & elsewhere a few extra words could've fit.
