Put aside TX rate is 600, GA, FL less than that (LA #1 at 847). Is 5M off by factor of 2? Otherwise gulag still higher.

Plus, this US > Gulag claim conflates political prisoners w ordinary. Many ppl in US prisons shouldn't be there, but they aren't political.
