3B. But prosecutor hiring rose such that cases/DA remained flat over 90s, 00s. And DAs have first-mover advantage: they determine caseloads.
@JohnFPfaff How much impact would more $ for PDs have, given mandatory minimums against which the best defense has little power?

1. At state level, diff story. Fewer MMs, less severe. Plus no such thing as MM: always non-MM option. Better PD = better deal.
@ChMadar -
2. Also, 1/3 of all felony arrests result in charges getting DROPPED. Bet better PD = fewer convictions in the first place.

@JohnFPfaff Do you know of any studies comparing state expenditure on PDs to state incarceration rate? Seems a worthwhile inquiry. -
1. I don’t, feel like I’d have seen any, but maybe not. But—
#evergreen—endogeneity is going to be a beast here.@ChMadar -
2. There are empirical studies showing how PDs generally out-perform appointed counsel, but that’s a separate issue.
