@JohnFPfaff Lulls are not to be taken lightly when it comes to harnessing the punitive state. They certainly aren't to be ignored.
1. Fair enough. But in 1994 that line still looked upward-trending (esp. since data likely ended in 1993 at that point). @ChMadar
@JohnFPfaff They should have waited. I have 0 compunction about using hindsight, even harshly, to judge pols who thrived on penal harshness.
1. I’m more tolerant. The 94 Act was clearly bad at the time on its own terms (tho impact grossly overstated). But… @ChMadar
2. … it also seems like we were too lenient in the 1960s/70s. Punitiveness is costly, but leniency can be as well.
@JohnFPfaff A cost to everything. But how much of 60s-70s crime surge can be attributed to cj leniency as opposed to other policy failures?
@JohnFPfaff And I type that as someone who thinks crime surge of those decades is too often neglected by prog reformers, advocates, scholars
