@JohnFPfaff They should have waited. I have 0 compunction about using hindsight, even harshly, to judge pols who thrived on penal harshness.
1. I’m more tolerant. The 94 Act was clearly bad at the time on its own terms (tho impact grossly overstated). But… @ChMadar
2. … it also seems like we were too lenient in the 1960s/70s. Punitiveness is costly, but leniency can be as well.
