Most ineffective, common political tactic on Twitter: Attacking people who concede your position for not doing so earlier. That's a message for everyone else contemplating the same move not to make it, because they will be punished for it.

We disagree. If you need to move 3 wavering senators to win an important bill, and the first one changes mind and says he'll support it and then gets slapped around, the other two will say to themselves "Yikes, not worth it" and the bill won't pass.

I'm with Chase. And importantly it often involves a distinct lack of acknowledgement of the sudden flip of position, and hence needs to be pointed out.
