I don't think police go looking for these cases -- there's a volunteer army of officious monsters with cell phones who generate much of this. We have had a neighbor yell at us for letting our 8 year olds play in the front yard.

Yes, it's a risk in a changing community: recently some physicians have moved in who work in primary care rather than a specialty, also lawyers who haven't made senior partner -- it's a minefield, but we want our children to learn survival skills.
