3/ The third parties could be storefronts in Delhi or websites in english. They are subject to random quality control checks by the centralized nonprofit to reduce fraud. Once x time has passed, nonprofit is shut down and commissions for third parties are turned off.

4/ There are a million things that would make this implementation challenging and the centralized nonprofit poses risk. But Aadhaar basically did this to register 1.2B people in India, and while it wasn't perfect, improving and scaling a similar model isn't impossible.
