US NGOs tried for several years post 2011 Somalia famine to get legislative and/or admin fix to lessen impact of strict COTER measures on humanitarian action, but Obama officials said not to worry cause they would never come after us. Wasn't true then and it's even less true now.
As for Syria, donors, including US, poured hundreds of millions of dollars into opposition controlled-areas through INGOs with implicit message that getting aid to Syrians was more important than by the book compliance. INGOs vetted and did their best under trying circumstances,
Now the message and practice by USAID and its Office of the Inspector General is zero tolerance and we're all paying the price., This is an existential crisis for NGOs that take USG funding. How will we respond?
