Agree re: specific letter issues and weak response. But specifics aside, bizarre that not even ACM's own Publications Board was consulted (according to board member Julie Williamson). Hopefully that's not symptomatic of deeper meta-issues.
ACM defends its decision to sign OSTP letter. They didn't even put in effort. No real reasons, no explanation of who reached the decision, no acknowledgement of ACM today being a global organization. It almost feels like the letter ends without ACM pasting in the final part calling for dialogue with members and recognition that ACM exists only by the payments and even more importantly the labour of their members and that they should be heard on this.
