#Assad's regime has announced plans for a "large" increase in public sector salaries, due to "non-permanent, recent revenue." That's raised speculation that #Syria has received a recent influx of funds from a foreign (i.e. Gulf) source to cover spending for the rest of 2023.

More than anything, this story makes clear the lack of practical substance involved in the regional #Syria normalization policy -- there's no plan & the only theory underpinning normalization is based on convincing the West to do a 180° shift. It's a non-starter.
