At what point should we expect to see year-to-year reductions in the rate at which carbon is extracted from the ground for sale as fuel? If we were to limit rate of extraction/emission so that it doesn't exceed what most ppl think is acceptable, would any further step be needed?

OR are we already @ a point where most people think emissions should be reduced? Would a political system that matches reality to what average opinion says is best result in sustained emissions reductions for decades to come? A random poll could answer this ques. (I'll help fund)
