My take: countries under "Chinese sphere of influence" would be relatively free to have nuclear weapons given that their patron state is mostly concerned with promoting its business arguing that it does not intervene in the internal affairs of other states
If nuclear weapons are not going away, and security threats are worsening, some states will be tempted to pursue a bomb of their own.
