#dnd DMs, what is one way you've challenged high-level (tier 3 and 4) characters without throwing more or bigger monsters at them?

Level 20 is my niche. The key isn't to challenge them with what CAN they do, but what *should* they do. Their power is nearly unlimited, present them with the consequences of their actions. The red dragon they killed was keeping the giants at bay. The war creates refugees etc
100% this. If you have supermen/women -- they you have to have outcomes that effect 'others', or social challenges, or moral quandaries.
