To me they sterilized the system in the name of 'balance' every ability was a mix of existing core mechanics to the point where 'nothing' was cool. It was also so heavily reliant on requiring miniatures so theater of mind was almost impossible.
The best thing they did with 4e was even the playing field between fighters and spell casters by providing non-spell casting classes with more actions. It was a necessary stepping stone to get where 5e goodness is at, but it was also painful imo.
