They actually have a plan. When Trump got into the WH, the Republicans had nothing. Four years later they still have nothing. Trump was good at a tactical level most of the time, but painful to see that his strategy was completely missing.

During the past 4 years they already formulated plans on how to undo stuff that Trump actually did, and during the next 4 years they will be fighting the cultural war constantly. Republicans had the "great victory" of winning White house and made sure a tax cut got done.
