A lot of certified accounts are still having trouble. Twitter's network of servers relies on updates getting pushed from one to the next. So, it depends which server your info is on when your account issues will be corrected.

Very plausible depending how big the infrastructure they are using. This isn't a conspiracy by any means. This is damage control.
