That's a good point, I assumed conspirators but it could plausibly be victims who don't want the trauma of their lives revisited.

I would say that certain people are going to get fed up and start leaking names. I would say that could negatively effect court proceedings but, the clock needs to speed up a tiny bit!
That fact that he died while in federal custody, should automatically overrule any attempts to seal the records.
