Elites always fail upwards, you see it in politics, hollywood, education, even capitalist corporations and local businesses. Those who hold the right opinions get the promotion. Not always the case though, I still see lots of merit based promotion in the private sector.

In the vast majority of the area of the USA people do not live that way. If illegal gunfire is so common in Newark and other cities, who as a bad habit elect democrats, maybe that tells us something about the culture of those cities.
