Most front line reps at govt agencies are not well trained & develop a strong dislike towards any new technology or process changes. They want to work the least amt possible.

Most new technologies implemented at govt levels are usually done at the cheapest possible. Thus you have months if not years of tech errors that would have been addressed by pros but the govt entities weren't willing to pay for.
