I'm 99% sure they did this to reduce query load on their application servers. By only showing the count once you've scrolled through all of the comments, they can do a local count rather than aggregate all of that info server-side which is much more expensive.

Or if you interact with the Tweet in any way (click on it, like it RT it...) If you dont interact, I *think* it only shows number for people you follow who have replied, RTed, or liked. I can't be sure about this part though because I dont have a back-up account to test with.
