Not sure they want the harassment to stop.
Why can people you have blocked still tag you in tweets? A simple engineering fix, which would work at scale, would be to prevent any tweet tagging someone who has you blocked from posting. Would cut down a lot of harassment.

In the industry, often when something that should already be implemented or should be a simple engineering implementation is not already done, it's due to what we like (or dislike) to call "Spaghetti code" - Code that is complex and interlaced with other code inappropriately.
