Respectfully, I have a different experience. I have worked at several large "tech" companies and have sold to 100's and I can tell you 100% that the culture comes from the top down. HR only has one job and that's to keep culture and get rid of anyone that doesn't fit in.

It really depends on the company. A VERY large telecom company that I'm in the process of leaving is essentially held hostage by HR. They have ridiculous rules about rank & time & it's one of the reasons I'm leaving. Even if VPs & above agree on waving a rule HR has blocked it

In general, HR mandate is to protect the company + keep talent. That all depends on what the company general is i.e. startup, mid, large and industry etc.

I spent 10 years in Silicon Valley and HR was _always_ staffed and run by the worst people. Outside of SV and HR is still staffed by the worst people but the wokeness factor is dialed down a notch.
